The Special Response Team’s purpose and operational objectives are containment and apprehension. This may involve locating and isolating suspects, rescuing injured persons, evaluating threatened areas and utilizing special tactics and resources to affect apprehension in a manner that affords minimum risk to police and citizens who may be directly or indirectly affected.

Successful resolution of such incidents and occurrences require a total team effort on the part of all elements of the Monroe Police Department. Guidelines as to the roles and responsibilities of all such elements responding to such incidents are established to maximize the efficiency and effectiveness of that team effort and procedures for command and control of such incidents are clearly defined. Within the Special Response Team, duties are assigned to each element of that team, and clear lines of supervision are established to ensure effective and timely performance of all such duties.
